Since its establishment in 2018, the inter-agency Ethiopia PSEA Network has made significant progress in tackling sexual exploitation and abuse (SEA) within the humanitarian community and development sector in Ethiopia. These achievements are seen through the establishment of both national and regional level networks throughout the country. Nevertheless, protection from SEA remains a priority in light of the complex operating environment, in which conflict, drought, flooding and health emergencies continue to place pressures on humanitarian and development actors to meet the most basic life-saving needs of affected people. In this context, the Ethiopia Humanitarian Country Team and the PSEA Network is guided by a 2-year PSEA strategy that highlights three key areas of intervention: 1. Support to local organisations 2. Increased and meaningful engagement with communities on what constitutes SEA 3. Strengthening feedback mechanisms so that both communities and staff can report misconduct These three areas of intervention will be approached across three levels: 1) structural, 2) community and 3) individual levels, and will be driven by strong information management and evidence-based decision-making. Leadership and accountability, in line with a victim/survivor-centred approach, will be critical to achieving these goals. The vision across the complex environment is to ensure tailored, localised approaches to preventing and responding to SEA that can be scaled up once their effectiveness has been demonstrated.
